Access to working capital is the single biggest challenge for Indian MSME exporters. Without sufficient funds to buy raw materials, process goods, and ship them, even the best export orders cannot be fulfilled. This guide covers all major working capital finance options available to Indian MSME agro exporters in 2025.
Packing Credit (PC) — Pre-Shipment Export Finance
Packing Credit is a short-term loan given by Indian banks to fund the purchase of raw materials and packing/processing costs before shipment. Eligibility: confirmed export order or LC in hand. Interest rate: 7-8.5% per annum under priority sector (lower than commercial loans). Repayment: on receipt of export proceeds or Post-Shipment Credit. Available from SBI, PNB, Bank of Baroda, and all nationalized banks.
ECGC Coverage — Insure Your Exports Against Buyer Default
Export Credit Guarantee Corporation (ECGC) provides credit risk insurance for Indian exporters. The Shipment Comprehensive Risks Policy covers up to 90% of invoice value against commercial risks (buyer default, insolvency) and political risks (war, sanctions, currency restrictions). Annual premium: 0.4-0.8% of export turnover. All MSMEs doing exports above Rs. 1 crore annually should have ECGC coverage.
RoDTEP Scheme — Tax Refund for Exporters
Remission of Duties and Taxes on Exported Products (RoDTEP) refunds taxes embedded in the export supply chain that are not covered by other schemes. Rate varies by HS Code (0.5-4.3% of FOB value). Automatic credit to exporter's ICEGATE account. Apply through Shipping Bill at time of export.
SIDBI and MUDRA Loans for MSME Exporters
SIDBI (Small Industries Development Bank of India) offers specialized export finance schemes for MSMEs including equipment loans and working capital at competitive rates.
